Noffke Horizon View LLC's proposed development project consists of ninety-six (96) units, with the remaining areas as common tracts for common open space and access roadways. The proposed Horizon at Semiahmoo development is located on Horizon Drive in Blaine, Washington. The project is in the jurisdictional boundary of Whatcom County. The nearest major intersection to the proposed development is Semiahmoo Parkway and Shintaffer Road. The Homeowner’s Association (HOA) owns and maintain the stormwater tracts within the existing development for Horizons at Semiahmoo. Birch Bay Water and Sewer District will serve the proposed plat with public sanitary sewer and public water. The proposed on-site public sanitary sewer will connect to the existing sanitary sewer main located in Horizon Drive. The proposed on-site public water will connect to the existing water mail located in Horizon Drive.

The proposed development also includes townhomes within Tract Q and R. There are currently 28 buildings comprised of three (3) to four (4) attached homes. According to Whatcom County code, townhouses are a single-family dwelling unit constructed in a group of three (3) or more attached units in which each unit extends from foundation to roof and with open space on at least two (2) sides. Townhouses shall be reviewed under the current International Residential Code (IRC). The submittal process for obtaining a building permit for a townhouse is the same as for a single-family residence.

Horizon at Semiahmoo represents approximately 11.11± acres and has proposed units approximately 1,600 square feet to 1,800 square feet. Listed below are the proposed unit information associated with the ninety-six (96) lots of this feasibility.
